Looks like we need at least: allow system_dbusd_t hald_t:dbus send_msg; allow system_dbusd_t unconfined_t:dbus send_msg; According to dwalsh these are in Fedora, but not EL5. In general the send_msg permission should be used bidirectionally with the bus; it's not very useful to be able to send a message but not get a reply.
