Consequence: Any random string could be set as the value for quota option 'default-soft-limit'

Fix: Glusterd now validates the values on setting quota options.

Result: Only valid percent values can be set as value for 'default-soft-limit' quota option

Doc Text Cause: Glusterd was not performing any validation of values when quota options were set.

Consequence: Any random string could be set as the value for quota option 'default-soft-limit'

Fix: Glusterd now validates the values on setting quota options.

Result: Only valid percent values can be set as value for 'default-soft-limit' quota option 		Previously, glusterd did not perform any validation of values on a quota enabled volume. Now, glusterd validates the values and only valid percentages can be set for 'default-soft-limit' quota option.
