Fix: made a proper locking of the shared resources

Result: VMs from prestarted pool can be freely switched on and off 		Previously, pre-started virtual machines in a virtual machine pool would sometimes remain in an image locked state after being shut down. This was caused by a race condition in asynchronous task handling that would occur when the Red Hat Enterprise Manager attempted to start a pre-started virtual machine while that virtual machine was being shut down. With this update, shared resources are now locked correctly, allowing pre-started virtual machines in virtual machine pools to be stopped and started without issue.
