Consequence: Though the brick status is UP, engine cannot perform any action on the brick. Brick status is incorrectly shown as Up

Fix: If host goes to NON-RESPONSIVE state, the brick status is marked as UNKNOWN as the engine cannot determine the correct status from the host .
If a host goes to NON-OPERATIONAL state, the brick status is marked as DOWN

Result: RHSC correctly reflects the status of bricks

Previously, when the status of a host is down, the status of bricks in that host were displayed as Up. Now, the correct status is displayed.
