Consequence: where instances of multiple flavors are spun up in an openstack deployment, the type-specific meter for only one of those flavors is visible via the Horizon dashboard.

Fix: all meters relating to instances are now retrieved from the Ceilometer API service in advance of constructing the Metric dropdown box.

Result: all concrete 'instance.<type>' meters that exist in the metering store may be charted via the Horizon dashboard.
