Doc Text Cause: The `ipactl restart` command requires the directory server to be running

Consequence: If the directory server is not running, the `ipactl restart` command fails with the following message:

Failed to read data from Directory Service: Failed to get list of services to
probe status:
Directory Server is stopped
Shutting down

Workaround: When the directory server is not running, run `ipactl start` before running `ipactl restart`
(Note: `ipactl status` may be used to determine if the directory server is running.)

Result: All IPA services are restarted.
