The way we currently map the afr-changelog attributes to the brick names are not unique.

Consequence:
Reducing the replica count of a volume using remove-brick command might cause data corruption if there are pending self-heals.

Fix:
Disable reduction of replica count until we uniquely map brick name to the afr changelog attributes.

Result:
There cannot be any chance of mis-directed self-heals.
