Consequence: Unneeded volume wiping would cause bad performance and wasted space for ThinLVM

Fix: Patch Cinder to not wipe ThinLVM volumes during Cinder volume deletion

Fix: Patch Cinder to not wipe ThinLVM volumes during Cinder volume deletion

Result: 		Previously, during Cinder volume deletion, ThinLVM (logical volume manager) LVs were wiped, which led to lowered performance and wasted space for the ThinLVM. Now, ThinLVM volumes are no longer wiped. This avoids performance degradation and wasted space.
