Reason:
kernel, glibc and libpcap now provides APIs to obtain nanosecond resolutions timestamps. Enabling tcpdump to leverage this functionality is naturally the next step.

Result:
User can query which timestamp sources are available (-J), they can set specific timestamp source (-j) and request timestamps with specified resolution (--time-stamp-precision)
