Workaround (if any):
after stopping ovirt-ha-agent before running yum update to update sanlock rpm run:

source /etc/ovirt-hosted-engine/hosted-engine.conf
vdsClient -s 0 stopMonitoringDomain {$sdUUID}

Result: the upgrade flow works.
