Doc Text Cause: When the URL/Description is empty, the Product Assistance box does not show at all.

Previously, clicking on Configure->About as a role other than super administrator resulted in an empty "Product Assistance" box. This was because when the URL/Description was empty, the Product Assistance box did not display at all. This patch fixes the issue and the Product Assistance text box renders correctly for non-super administrators
