Consequence: It was possible to use `pcs resource` sub-commands for stonith resources and vice versa. This may cause confusion for users or resource misconfiguration.

Fix: Pcs needs to distinguish between resources and stonith resources.

Result: Possibility to mismatch resource type and pcs commands is deprecated and will be removed in a future release.
