A simplified HA architecture which is less invasive when services need to be restarted.

Reason:
Previously during a scaling operation the whole cluster stack would be restarted, causing a short outage of various services like keystone.

Result:
Now during a scaling operation the whole cluster does not get restarted, but only the needed services and the restart is much shorter and less invasive.

Reason:
Previously during a scaling operation the whole cluster stack would be restarted, causing a short outage of various services like keystone.

Result:
Now during a scaling operation the whole cluster does not get restarted, but only the needed services and the restart is much shorter and less invasive.
The High Availability architecture in this release is more simplified, resulting in a less invasive process when services need to be restarted. During scaling operations, only the needed services are restarted. Previously, a scaling operation required the entire cluster to be restarted.
