'External' users of thin-pool want to use their own management of external 'thin' volumes.

Reason:

lvm2 was disruptively applying its own policy for lvm2 thin LVs on external volumes as well - these has caused unexpected action to be happening.

Result:

Since this behavior was considered unwanted, lvm2 has been enhancement and no longer applies LV polices to these volumes.
