Reason: Ceph Overcloud redeployments on hardware with non-clean OSD disks report a successful deployment but have 0 OSDs and little indication as to why they failed. Result: If an overcloud deployment is re-attempted on OSDs which have not been cleaned as described in the documentation [1], then the deployment will fail early, instead of deploying an overcloud with 0 OSDs, and `openstack stack failures list overcloud` will indicate the disks which have a FSID Mismatch.
