This build makes L3 HA failover not depended on neutron components. It also reduces HA failover time as we are not depending on neutron to create any ovs flows during failover.

With this build, when both l2pop and arp_responder enabled for linuxbridge agent, vm will fail to communicate with router. Temporary workaround is to set arp_responder=false. This is only linuxbridge agent issue and ovs agent works fine.

There is a known issue when both `l2pop` and `arp_responder` are enabled for the linuxbridge agent: the instance will fail to communicate with the router. The temporary workaround is to set `arp_responder=false`. This issue only occurs with the linuxbridge agent; the OVS agent is not affected.
