It is now possible to specify QoS minimum bandwidth rules for network interfaces when creating instances. This ensures the created instance will be guaranteed a certain value of bandwidth available for a given network.

Reason:

Previously, it was not possible to specify that an instance had minimum bandwidth requirements. This could result in an instance being scheduled to a host that had insufficient network capacity for the given workload.

Result:

It is possible to specify QoS minimum bandwidth policies when creating instances. When created, these instances can be cold migrated and resized, however, live migration of these instances is not yet supported.
