This change applies to the following radosgw-admin commands:

user create/rm/modify/suspend/enable
subuser create/rm/modify/suspend/enable
bucket link/unlink/reshard/rm
metadata put/rm
reshard cancel/add
mfa create/remove/resync
caps add/rm
. New override option for `radosgw-admin` commands allows those commands to run in secondary, non-master zones

Previously, `radosgw-admin` commands that modified metadata, such as user creation, were disallowed in secondary zones. With this update, using the `--yes-i-really-mean-it` option with the commands allows those commands to modify metadata in zones other than the master zone, and to propagate the changes to the master zone through asynchronous replication.

This change applies to the following radosgw-admin commands:

* `user create/rm/modify/suspend/enable`
* `subuser create/rm/modify/suspend/enable`
* `bucket link/unlink/reshard/rm`
* `metadata put/rm`
* `reshard cancel/add`
* `mfa create/remove/resync`
* `caps add/rm`

The workaround for this issue is to use REST APIs instead of the commands. The REST APIs enable you to create users in non-master zone, and then propagate them to the master zone.
.The `radosgw-admin` commands that create and modify users are not allowed in secondary zones for multi-site Ceph Obejct Gateway environments

Using the `radosgw-admin` commands to create or modify users and subusers on the secondary zone does not propagate those changes to the master zone, even if the `--yes-i-really-mean-it` option was used.

To workaround this issue, use the REST APIs instead of the `radosgw-admin` commands. The REST APIs enable you to create and modify users in secondary zone, and then propagate those changes to the master zone.
