Add ``CPUWeigher`` weigher.

Reason:
This can be used to spread (default) or pack workloads on hosts based on their vCPU usage.

Result:
This can be configured using the ``[filter_scheduler] cpu_weight_multiplier`` configuration option. A positive value will cause instances to be spread across hosts, while a negative value will causes instances to be packed on a host. A 0 value will disable the weigher.
