Reason:

Previously, an instance could only have one type of CPU: dedicated or shared/floating.

Result:

Using the hw:cpu_policy=mixed and hw_cpu_dedicated_mask flavor extra specs, an admin can create a flavor for instances that need a mix of dedicated (performance) CPUs and shared/floating CPUs.
