Doc Text Feature: Staggered upgrade

Reason: to allow upgrade to be done in multiple smaller steps

Result: Starting in 5.2, the "ceph orch upgrade start" command accepts parameters "--daemon-types", "--hosts", "--services" and "--limit". These parameters will cause the upgrade to only upgrade daemons that match the values given. Note that these parameters will be rejected if they would cause cephadm to be forced to upgrade daemons out of the supported order.

.{storage-product} 5.2 supports staggered upgrade

Starting with {storage-product} 5.2, you can selectively upgrade `cephadm` in multiple smaller steps.

The `ceph orch upgrade start` command accepts the following parameters:
`--daemon-types`
`--hosts`
`--services`
`--limit`

These parameters selectively upgrade daemons that match the provided values.

NOTE: These parameters will be rejected if they cause `Cephadm` to forcefully upgrade daemons out of the supported order.
