Doc Text Cause: The active mgr must be failed over before it can be redeployed

Consequence: Due to scheduled redeploy of the active mgr not getting cleared when it is failed over, doing a "ceph orch redeploy mgr" would cause the mgr daemons to continually try to redeploy themselves without the action getting cleared. This would continue indefinitely or until users took action to break the cycle.

Fix: The ordering of the redeploys was adjusted so the active mgr is redeployed last, which breaks the cycle

Result: "ceph orch redeploy mgr" should no longer cause an infinite loop of redeploys among the mgr daemons
