Doc Text . PCIe ATS devices do not work on Windows VMs

When using virtual machines (VMs) with a Windows guest operating system, configuring a PCIe Address Translation Services (ATS) device in the XML configuration of the VM does not result in a working ATS device in the Windows guest system. This is because Windows currently does not support ATS on `virtio` devices.
