Additionally include non-head omap entries when deciding to merge or split a directory fragment.

Reason:

A directory fragment may not split if non-head (snapshotted) entries are not taken into account when deciding to merge or split a fragment. This can cause the number of omap entries in a directory object to exceed a certain limit and result in cluster warnings.

Result:

Including the number non-head omap entries results in the number of omap entries to never exceed the limit.
