Dir permissions weren't synched.

Consequence:
Top level dir always had generic permissions.

Fix:
Top level dir permissions are now always synched for each snapshot sync.

Result:
Top level dir permissions are now mirrored to reflect the permissions on the source dir.

Top level dir permissions are now mirrored to reflect the permissions on the source dir.

Top level directory permissions were incorrectly synchronized by `cephfs-mirror` daemon.

Consequence:

The user permissions for the top level directory on the remote cluster mismatched the primary cluster.

Fix:

Top level directory permissions are now synchronized and match the user permissions on the primary cluster.

Result:

Top level directory permissions are now mirrored to reflect the permissions on the primary cluster.

Previously, the directory permissions were not synced causing the top-level directory to always have generic permissions.

With this fix, directory permissions are now always synced for each snapshot sync and the top-level directory permissions reflect the permissions on the source directory.
