Doc Text Cause: cephadm first creates files within the /tmp dir and then moves them to their final location

Consequence: In certain setups this would cause a permission issue when writing files, making cephadm effectively unable to operate until permissions were modified

Fix: cephadm now uses a subdirectory within /tmp to write files that should not have the same permission issues

Result: There should no longer be permission issues with cephadm writing files to the host.
