Doc Text Cause: puppet-ceilometer didn't populate "tenant_name_discovery" parameter in ceilometer config on compute nodes

Consequence: Project/User name fields were not being idenitfied and these fields were reported in all metrics generated by compute nodes.

Fix: Add "tenant_name_discovery" to compute namespace in puppet-ceilometer.

Result: When "tenant_name_discovery" set to true, project/user names non-null values in compute metrics

With this update, the addition of the `tenant_name_discovery` parameter to the Compute namespace in `puppet-ceilometer` resolves the issue. When the `tenant_name_discovery` parameter is set to `true`, the `Project name` and `User name` fields are populated.
