libpcap generates wrong filtering code for Berkeley Packet Filter infrastructure, thus in-kernel packet filter will discard some packets which should be received be userspace process

Consequence:
tcpdump produces incorrect output when there is a fragmentation of IPv6 packet occurs because of link MTU

Fix:
Fix code which deals with BPF filter generation in way that we check for fragmentation headers in IPv6 PDUs before checking for final protocol.

Result:
kernel filter is not discarding IPv6 fragments when source-site fragmentation occurs during IPv6 transmission, thus tcpdump and friends (wireshark, etc...) are getting all packets.
