This bug pertains at least to the following build of Red Hat Linux:

porkchop:/mnt/test/6.1-2/i386 on 12-11-1999 @3:00pm est.

While installing using an expert text install, an nfs install method, and a
custom install class, the installer did not format all swap partitions.
Only the first swap partition on /dev/hda was formatted and turned on. The
next partition on /dev/hda that was of type swap was not formatted,
activated, or added to /etc/fstab.

This was a low memory machine, so the isntaller activated the swap
partition early.

This issue is resolved in the latest cut of the installer (available in beta)
