Description of problem:
Huawei E3276 is 4G capable USB dongle. Here is the original product page.

In Gnome Network Manager there are options for Mobile Broadband, Mobile Broadbad Tab, in Type field
[1] Any
[2] 2G
[3] 3G
[4] Prefer 3G
[5] Prefer 2G
[6] Prefer 4G
[7] Use only 4G

If the 3G signal is weak, if you select 3rd option (which is 3G), it will hold on 3G only some how with out switching in to slow 2G network (Huawei Modem indicator light shows the connected network type).

Unfortunately this behaviour can not be seen in 'Use only 4G' option. With it network is switched to 2G. (It is feels as 4Mbps to 16kbps jump).

The problem is can it hold on 4G. If 4G is not there, then go to 3G and STOP there. 'Prefer 4G' option does not do it.

Device is identified by NetworkManager after usb_modswitch as 12d1:1506

How reproducible:
You need to try with a 4G USB modem with low signal condition. Create a profile for Mobile Broadband with 'Use only 4G' option.

Steps to Reproduce:
1. Create a profile with 'Use only 4G'
2. Connect the USB modem and connect to Network
3. See the chnage of color of indicator bulb of the modem

Actual results:
Switching to green. And then to Cyan. Then again green and continue.

Expected results:
Only Cyan

This message is a reminder that Fedora 18 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 18. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time

'version' of '18'.

more recent Fedora release includes newer upstream software that fixes 
bugs or makes them obsolete.

Fedora 19 changed to end-of-life (EOL) status on 2015-01-06. Fedora 19 is
no longer maintained, which means that it will not receive any further
security or bug fix updates. As a result we are closing this bug.

If you can reproduce this bug against a currently maintained version of
Fedora please feel free to reopen this bug against that version. If you
are unable to reopen this bug, please file a new report against the
current release. If you experience problems, please add a comment to this
bug.
