Description of problem:
When creating profile from the "VM Interface Profile" tab you have the checkbox named "Allow all users to use this profile". But when creating profile while creating new Network you have the same field named "Public"

Always

Steps to Reproduce:
1. Create new VNIC profile during Network creation
2. Create new VNIC profile from VM Interface Profile tab
3.

Actual results:
You get different naming in both cases

Expected results:
Naming should be the same

Due to space limitation, there is no possibility to add the complete field description in the network's profiles left tab when adding a new network.
However, next to the "Public" we'll add the blue question mark with the same description of "Allow all users to use this Profile" when hovers.
