Those show when the Dashboard has alerts listed in the recent alerts portlet or when the resource specific summary page has alerts listed.
They do not show for the alert history subtab of the alerts tab of a resource with alerts.

Please correct me if I am wrong here, but I am closing as a duplicate. Jay found the same issue and logged it in bug 1025756 and fixed it there too. The fix should be in 4.10.
