Description of problem:
Creating VNIC profile with permission for everyone will not reflect specific user.

How reproducible:
Always

Steps to Reproduce:
1. Create user with SuperUser role
2. Create VNIC with permission for everyone
3. Try to edit this VNIC profile in the User portal

Actual results:
VNIC profile is missing in the User Portal

Expected results:
VNIC profile should appear in User Portal

Additional info:
Adding to this specific user permission on VNIC profile will make it existing on the User portal
