Description of problem:
After a kdm theme is downloaded, it does not appear in the list of themes and thus cannot be set.

Steps to Reproduce:
1. Go to System Settings -> Login Screen -> Themes -> Get New Themes
2. Install any theme
3.

Actual results:
Downloaded theme are not shown in the list of themes

Expected results:
Downloaded theme appears in the list
