Description of problem:


After introducing the Hardware layer, vendor user will request to create hardware entries instead of requesting to create a new certification.

Additional info:
1. We need a new web page for hardware entry creation
2. We need change our code to handle the hardware entry creation

Can the steps be #'d so that we can have a conversation.  The steps are incorrect/missing parts but it will take us much longer to clarify without an easy way to refer to each block.

Do these need to be redone with the new theory of hardware == a bug?

Verified the creation of hardware specification on partner.

Not sure if we need further verification.
