Accounting information are incorrect in /var/account/pacct file. Issue occur only on ia64 machine. Run time of process is 10x bigger then it should be.

Steps to Reproduce: 
# service psacct start
Starting process accounting:                               [  OK  ]
# sleep 10
# dump-acct /var/account/pacct | grep sleep
sleep            |   1.0|   1.0|10000.0|    0|    0|60992.0|Wed Sep  4 10:12:51 2013

- fourth column is displaying "10000.0" hundredth of a second instead of "1000.0". On all other rhel-5 architecture (x86_64, i386, ppc64, s390x) is runtime correct.

This bug/component is not included in scope for RHEL-5.11.0 which is the last RHEL5 minor release. This Bugzilla will soon be CLOSED as WONTFIX (at the end of RHEL5.11 development phase (Apr 22, 2014)).
