eg:
partner create a brand new cert#100
next a layered cert#200(eg: RHOS cert) based on cert#100 is generated
unfortunately, cert#100 is moved to dustbin by some reason before it's closed. Then cert#200 maybe become an orphan. 

Now this orphan RHOS cert will not step into any queue. 

So we need a queue to monitor orphan certs to keep these certs in reviewer's sight.

A new command for bot is added to search orphaned certs:

    hwcertbot, orphaned cert
