Always

Steps to Reproduce:
1. Create user in cli headpin shell
# user create --username user1 --password user1 --email "test" --default_locale="bn"
Successfully created user [ user1 ]

# user update --username user1 --default_locale="en"
error: local variable 'default_environment' referenced before assignment (more in the log file /var/log/katello/client.log)

Actual results:
user default_locale update errors out

Expected results:
user default_locale should be updated without any errors
