Description of problem:
dts channels for .z streams don't contain latest devtoolset-1.1, only devtoolset-1.0 is available in the channel:

There are also no packages (not even devtoolset-1.0) in following channels:

rhel-i386-server-dts-6.4.z
rhel-i386-server-dts-6.4.z-debuginfo

Those two channels also didn't contain any packages:

rhel-x86_64-server-dts-6.4.z-debuginfo

Verified that both devtoolset-1.0 and devtoolset-1.1 are available on the channels mentioned above.

DTS 1.0 and 1.1 also available in mentioned channels now

verified that devtoolset-1.1 is available in channels
