The hanging in step 4 is in fact each of the xs:types in the builtInDataTypes.xsd be parsed and resolved. Checking the network activity actually shows connections being made to [http://www.w3.org/2001/XMLSchema] in order to facilitate the resolution.

Otherwise, the war file is being created correctly so the fix for [TEIIDDES-1544|https://issues.jboss.org/browse/TEIIDDES-1544] would seem to have resolved the issue.
