Login Screen in English in ml-IN browser

Tried to open the login screen in SAM in ml-IN browser, but the screen was displayed in English.

SAM-1.3.0-RHEL-6-20130829.1

Steps to Reproduce: 
Always

Actual results: 
When opening a SAM login screen in ml bowser, the page is displayed in English.

Expected results:
When opening a SAM login screen in ml bowser, the page should be in ml-IN locale.

The move to Foreman and the new UI invalidates all previous localization testing. We will need to do a full pass through the UI again.
