Description of problem:
After upgrading the system from Red Hat 7.3, I can't configure MIDI devices in 
KDE. Starting kcontrol and clicking on the sound -> MIDI tab, the program gives

libkcm_midi.la not found

This file is not present on the system.
Other icons in kcontrol work properly.

kdebase-3.1-12

Steps to Reproduce:
1. start kcontrol
2. click on Sound -> MIDI setup tab
    

Actual Results:  kcontrol asks for libkcm_midi.la 

Expected Results:  kcontrol lets you configure MIDI devices

Additional info:

"Help -> About kcontrol" gives version kde 3.1-10 RedHat .
Shouldn't it be 3.1-12?

libkcm_midi.la is obsolete and not needed in kde 3.1.x, which is included in RHL9.
This problem only appears (in your case) if you don't restart your new KDE after
upgrade process.

restarting KDE or machine will fix this problem
