Description of problem:

When installed in the gluster-only mode, the Permissions sub-tab for a User shows the following roles for each user -
TemplateUser
VnicProfileUser
These roles are not relevant for a user in the gluster-only mode.

oVirt Engine Version: 3.4.0-0.2.master.20130911113322.gite7ade4a.fc19
How reproducible:
always
Steps to Reproduce:
1. Install oVirt engine in the gluster-only mode.
2. Click on the Users tab and select 'Everyone', then click on the Permissions sub-tab.
Actual results:
The roles TemplateUser and VnicProfileUser are seen for every user.
Expected results:
These roles are not relevant to a user in the gluster-only mode and should be removed.
