# ifrename -i eth0 -n eth3 
Error: Can't open configuration file `/etc/iftab': No such file or directory

# touch /etc/iftab 
# ifrename -i eth0 -n eth3
Error: cannot change name of eth0 to eth3: Device or resource busy
( which is normal, thanks to network-manager, the point is just that the error message about iftab is not here anymore )

A empty file would fix the problem. A commented file would be better too.

As wireless-tools will eventually go away, the suggested mechanism to rename your network interfaces is either with udev rules, or:

ip link set dev <old> name <new>
