Description of problem:
If the dtgov and sramp packages are disabled, but the sramp quickstarts package is not, the layers.conf file will contain "layers=sramp" in addition to the correct contents. Since there will be no .../layers/sramp directory if there is no sramp package installed, the server bootup will fail, which will also prevent the rest of the installation from succeeding.

How reproducible:
Always. 

Steps to Reproduce:
1. Advance in the install to pack selection
2. Deslect DTGov and SRAMP but leave SRAMP Quickstarts selected
3. Installation will fail after the Additional Post-install panel

Actual results:
Failed installation.

Expected results:
layers.conf is unaffected by SRAMP quickstarts selection or not
