Description of problem:
User Portal in 3.2 has 'Red Hat Enterprise Virtualization User Portal' header title above login forms. 3.3 User Portal misses 'User Portal' string.

even though it is a regression from previous versions, it is a relatively minor issue -> reducing Severity to 'high'.

issue discussed in a rhevm-ux thread [1], we should have a solution.

unfortunately, we don't have much time in order to fix it for 3.5, but we will fix it for 3.6.

In 4.0 we'll have SSO, and we will use one login page for all webapps (including reports). Closing as WONTFIX.
