Description of problem:
When trying to enable RHEL repo on CLI, it shows error "User admin is not allowed to access api/v1/repositories/enable".

This blocks running automation scenarios on CLI level.

1. Import valid manifest.
2. Enable repository set: "Red Hat Enterprise Linux 6 Server (RPMs)"
3. On CLI try to enable RHEL repo: "repo enable --org $orgname --name "Red Hat Enterprise Linux 6 Server RPMs x86_64 6Server" --product "Red Hat Enterprise Linux Server""

Actual results:
It shows error: "User admin is not allowed to access api/v1/repositories/enable"

Expected results:
Must enable repo, and it works fine in UI.
