Description of problem:

When you view a "With Remarks" document, you don't get the menu that describes the reuse, source URLs, etc.

How reproducible:

100%


Steps to Reproduce:
1. View a Docbuilder book in normal view.
2. View the same docbuilder book in "With Remarks" view
3. Observe results.

Actual results:

With remarks version does not have any topic metadata sidebar.

Expected results:

The topics do have this feature in "With Remarks" mode.

The remarks builds now have the same javascript injected into the head element as the standard build.

Any edited content specs will get this, and all will get it with the new complete rebuild.

To force a content spec to be rebuild, add a comment or some other simple change to force DocBuilder to rebuild the book.
