Description of problem:
Nothing in the UI indicates that the navy boxes in a vertical column at the left of the screen contain groups of tags that can be applied to a group of topics.

How reproducible:
100%

Steps to Reproduce:
1. Click Advanced -> Bulk Tagging
2. Click Fields and supply a topic map ID in "Topic Included In Content Spec"
3. Click Tags

Actual results:
You are presented with a column of boxes with text on them like:

Common
Category Count: 16
Tags included: 0
Tags excluded: 0

with no further explanation. If you start clicking on them at random, you get another column of boxes with more text on them like:

Assigned Writer
Tag Count: 24
Tags included: 0
Tags excluded: 0

Clicking again randomly, you do get to what seems like writer names (which was what I was looking for), but could see no way to apply them (that's a subject for another bug). 


Expected results:
There's no intuitive visual metaphor here, so there probably needs to be some kind of directive text above each of those columns. I can't suggest what that text should be, because I still don't understand what I'm looking at even though I know how to drive it now! :)
