can't add Key Types

Version-Release number of selected component (if applicable):
Version 0.15.0rc1 beaker-devel

How reproducible:
always

Steps to Reproduce:
1. admin login
2. page: Admin->Key Types
3. try to add Key Types


Actual results:
no button 'Add' there.

Expected results:
can add Key Types

Additional info:
Key Types can be added before.

verified on beaker-devel Version 0.15.0rc2(20130927)-->pass

Steps:
1. admin login
2. page: Admin->Key Types
3. try to add Key Types


Actual results:
same as expected results.

Expected results:
can add Key Types by clicking button 'Add'.
